Singapore’s economic stability helped to attract almost 1900 FDI projects between 20, with its low unemployment rate of 2.8% and GDP per capita of more than $90,000 at purchasing power parity.

The gap between the two cities narrowed between 20, and data to date for 2018 suggests that Singapore is on course to overtake London. Between 20, Singapore accounted for a larger share of global FDI than London, however London overtook Singapore in 2015, taking 3.34% of global FDI (Singapore's figure was 2.67%). Singapore and London are the top destinations for foreign investment globally, accounting for almost 5% of all investment since fDi Markets records began in 2003. The article analyses this capacity in two contexts: Firstly, it presents a genealogy of the voyage of the global cities concept from critical academic scholarship to a buzzword of city elites and business consultants. While the global city captures the fact that power and wealth are spatially concentrated in today’s urbanizing world politics, the concept also has a world-making capacity. It treats the global city as a dispositif of power. This article forwards an alternative perspective. In International Relations, the global city is treated as a unit in a new type of international system, an increasingly important actor in world politics, or a site through which global processes operate. The global city presents one available model for understanding urbanization and associated hierarchies of power.
